By using the facilities or equipment of a public civil aerodrome, the person using the aerodrome submits to the conditions of use of the civil aerodrome (§ 23 Civil Aerodrome Operating Regulations). Civil aerodrome users are in particular aircraft operators, aircraft crew members, passengers, aerodrome visitors and persons working at the aerodrome (§ 25 Civil Aerodrome Operating Regulations).
